Funding Programs: Government Support for Energy Independence

To stimulate distributed generation, the government has introduced several financial programs available for households, businesses, and local governments.

1. Zero-Interest Loans for Households

Individuals can obtain zero-interest loans for installing generation equipment such as solar panels, wind turbines, and energy storage systems.

• Loan amount: Up to 480,000 UAH.

• Loan term: Up to 10 years.

• Advantage: The government fully covers the interest rate.

2. Accessible Loans Program “5-7-9%”

This program offers extensive opportunities for homeowners associations (HOAs), housing cooperatives, and small businesses:

• Loan amount: Up to 150 million UAH.

• Loan term: Up to 10 years.

• Interest rate: 5-7-9% annually.

• Uses of funds:

  • Purchase and installation of solar panels and wind turbines with capacities from 1 to 10 kW.

  • Energy storage systems (1 kWh per 1 kW of capacity).

  • Construction of generation facilities such as gas turbine, gas-piston installations, or biogas plants.

3. GreenHome Program for HOAs and Housing Cooperatives

 To participate in the 'GreenDIM' program, homeowners' associations (OSBB) and housing cooperatives (ZHBK) need to complete just three steps:

1. Make a decision to participate in the program and conduct an energy efficiency certification for the building.

2. Open an account with a partner bank of the Fund and submit an application along with supporting documents.

3. Find a contractor, install the equipment, and carry out a second certification after completion of the work.

Financial assistance for energy efficiency in apartment buildings:

• Funding amount: Up to 1 million UAH for the installation of solar stations and up to 2 million UAH for the installation of heat pumps.

• Subsidies: Compensation of up to 70% of the cost of equipment, energy audit, and building energy efficiency certification."

4. Major Investments for Businesses and Local Governments

For enterprises planning to invest more than 150 million UAH in their own generation, a special loan program is available.

• Maximum amount: Up to 25 million EUR.

• Loan term: Up to 5-7 years.

• Base rate: 13.5% annually for the first year or a floating rate (no more than UIRD12M + 3%).

Additionally, there is a preferential financing program for businesses:

• Loan amount: Up to 25 million UAH.

• Loan term: Up to 10 years.

• Interest rate: Up to 9% annually.

Funds can be directed toward installing solar panels, heat pumps, cogeneration equipment, biogas plants, electric transport, or other energy-efficient projects.

How to Access the Programs?

• Submit an application to one of 46 authorized banks.

• Contact the Energy Efficiency Fund or the Decarbonization Fund of Ukraine.

• Call the government energy hotline "STRUM" at 15-49 for detailed consultations.
